Chairman and Chief Medical Officer: Huy Nguyen, MD

Dr. Nguyen has over 20 years of experience as an emergency medicine physician, most recently in West Virginia and previously as a US Navy physician. Dr. Nguyen is also a healthcare entrepreneur-he founded Cogon Systems, Inc., a health IT firm that was aquired by Smartronix, Inc. in 2010. Dr. Nguyen has testified before Congress regarding the use of telemedicine in treating rural Veterans. Dr. Nguyen is himself a US Navy Veteran of the Iraq war. Huy received his BS and MD from the University of Chicago.


Chief Executive Officer: Steven Williams, MPH

Mr. Williams has over 25 years senior executive health care industry experience in senior administration positions. He has served as a healthcare executive in private, nonprofit organizations; public nonprofit organizations, and private for profit organizations. His background includes management of and consulting with physician practices, rural health and community health clinics, free standing and hospital based home health and hospice agencies, assisted living facilities, dementia/Alzheimer units and other non-health related organizations. Mr. Williams received a Master’s Degree in Public Health Administration and Planning from the University of Tennessee. He was the Charter President of the National Coalition of Black Lung Clinics and a former Board of Trustee of Carson Newman College. Mr. Williams is a US Air Force Veteran.


Chief Financial Officer/Chief Information Technology Officer: Tino Dinh, MBA

Mr. Dinh has a background in management and technology consulting, with an emphasis on serving large US federal government clients including the US Departments of Veterans Affairs and Defense. Mr. Dinh has served as an advisor on health care policy, performance measurement, strategic planning and corporate strategy, and international affairs. Mr. Dinh received his BS from the US Air Force Academy and MBA from the Darden School of Business, University of Virginia. Mr. Dinh is a US Air Force Veteran of Iraq. ([email protected])


Chief Development Officer: Jim Barlar

Mr. Barlar leads Care 24/7’s sales and business development efforts nationwide. Mr. Barlar has over 25 years of business development experience. Mr. Barlar enjoys trusted relationships with providers and senior executives throughout the healthcare industry because he takes the time to understand their needs and bring the most appropriate product, service, or solution to bear. Chief Strategy Officer: Cliff Carroll

Mr. Carroll has over 30 years of healthcare information technology experience and has served in a variety of operating roles. As president of Wipro Technology’s healthcare business unit Mr. Carroll created the business strategy and established this $7 billion global IT leader as one of the top 25 healthcare IT companies in North America.  Mr. Carroll also served as president of Unisys Healthcare, a $135 million business process outsourcer and software developer which was acquired by Molina Healthcare and BRC Healthcare, a $165 million software developer which was acquired by ACS.  In addition, Mr. Carroll has also served as VP Business Development for Unisys and SAIC as well as VP and General Manager for CGI. Vice President of Finance and Investor Relations: Ed Souther, CPA

Mr. Souther a Certified Public Accountant with over 40 years of experience including tax consulting for small to midsized businesses and their owners, financial reporting for public and nonpublic companies and commercial and real estate financing. Mr. Souther became a partner with the national firm McGladrey and Pullen and retained that position until 1985. He is also active in his Knoxville, Tennessee accounting firm, Souther & Newhouse, PC where he is involved in all aspects of financial, tax and real estate tax credit consulting. He has worked in numerous start-ups as well as large managed accounts and has been actively involved in the development of the financial management planning for various commercial and healthcare companies. Mr. Souther graduated from the University of Tennessee with a Bachelor of Science in Business Administration with a Major in Accounting. He is a member of the American Institute of Certified Public Accountants and The Tennessee Society of Certified Public Accountants.


Vice President of Development and Consulting: Sheila A. Lawson, BS, NCQA PCMH CCE

Ms. Lawson has worked in the healthcare industry for over 20 years. She has prepared and presented feasibility studies and assessments in a variety of health care settings including the senior living and home health care industries in over 25 states.  More recently, Ms. Lawson has been consulting with primary care practices pursuing NCQA PCMH Recognition.  She has also provided competition matrix studies and strategic planning as products for a variety of healthcare organizations and private businesses. Ms. Lawson has provided public relations and development services and plans for home health and hospice organizations, physician practices, rural and community health clinics and other health related organizations. She is experienced in collateral development, business promotions, and conducting education seminars and conferences in a variety of health related topics. Vice President of Clinical Operations: Brian Mooney, BSN, RN

Brian is a seasoned care provider with experience in clinical operations, performance improvement, marketing, and information systems. Brian received his BS in Nursing from West Virginia University and a BS in Health Administration from West Virginia Institute of Technology. In addition, he holds degrees from Bluefield State College in Nursing and Radiologic Technology. ([email protected])
